OTTAWA, ON — August 19, 2025 — Leads & Copy — The Government of Canada has signed a memorandum of understanding (MOU) with Cohere Inc. to explore and deploy AI technologies across its public service. The aim is to improve government operations, enhance services for Canadians, and build Canada’s commercial capabilities in using and exporting AI.
The MOU with Cohere Inc., a Canadian large–language model developer, reaffirms the government’s commitment to support Canadian companies and capabilities and seeks to demonstrate Canada’s global leadership in AI through its digital ecosystem and innovative public services.
The Honourable Evan Solomon, Minister of Artificial Intelligence and Digital Innovation, and the Honourable Joël Lightbound, Minister of Government Transformation, Public Works and Procurement, signed the MOU. The government aims to promote research, support talent and job creation, and establish responsible AI standards.
Aidan Gomez, Chief Executive Officer of Cohere Inc., stated that the company is proud to deepen its partnership with the Canadian government to provide secure and sovereign AI solutions. He added that maintaining global AI leadership across public and private sectors is a national imperative.
Founded in 2019, Cohere Inc. builds AI models and end-to-end products. Canada was the first country to introduce a national AI strategy and has announced over $4.4 billion to support AI and digital research infrastructure since 2016. The government is supporting the responsible development and adoption of AI through measures like the Pan-Canadian Artificial Intelligence Strategy and the Canadian AI Safety Institute.
